It explained that the impact of monetary policy\u2014such as controlling interest rates and money supply\u2014does not directly reach the real economy; rather, it largely depends on the strength and efficiency of the banking system as a transmission channel for these policies.<\/p>\n<p dir=\"ltr\" style=\"text-align: justify;\" data-start=\"809\" data-end=\"881\">The lecturer addressed the key pillars of banking reform, which include:<\/p>\n<ul dir=\"ltr\" style=\"text-align: justify;\" data-start=\"882\" data-end=\"1073\">\n<li data-section-id=\"1wifn0a\" data-start=\"882\" data-end=\"905\">Restructuring banks<\/li>\n<li data-section-id=\"x6kf4v\" data-start=\"906\" data-end=\"961\">Strengthening supervision and regulatory frameworks<\/li>\n<li data-section-id=\"1dk6b7u\" data-start=\"962\" data-end=\"1003\">Enhancing transparency and governance<\/li>\n<li data-section-id=\"svpk8s\" data-start=\"1004\" data-end=\"1073\">Developing the technological infrastructure of the banking system<\/li>\n<\/ul>\n<p dir=\"ltr\" style=\"text-align: justify;\" data-start=\"1075\" data-end=\"1353\">Dr. Ihsan Jabr Ashour emphasized that a strong banking sector is a prerequisite for enhancing the effectiveness of monetary policy. He noted that reform improves the transmission channels of monetary policy, namely: interest rates, bank credit, expectations, and exchange rates.<\/p>\n<p dir=\"ltr\" data-start=\"1875\" data-end=\"2100\">The workshop concluded that banking reform is a fundamental requirement for the success of monetary policy, as it enhances lending, increases confidence in the banking system, and contributes to achieving financial stability.<\/p>\n<p dir=\"ltr\" data-start=\"2102\" data-end=\"2216\">It also identified key conditions necessary for the successful implementation of these reforms in Iraq, including:<\/p>\n<ul dir=\"ltr\" data-start=\"2217\" data-end=\"2412\">\n<li data-section-id=\"1em8t5r\" data-start=\"2217\" data-end=\"2235\">Political will<\/li>\n<li data-section-id=\"1rn2p7j\" data-start=\"2236\" data-end=\"2271\">Security and economic stability<\/li>\n<li data-section-id=\"lvvqz3\" data-start=\"2272\" data-end=\"2321\">Ensuring the independence of the Central Bank<\/li>\n<li data-section-id=\"sd8ijq\" data-start=\"2322\" data-end=\"2374\">Reducing financial and administrative corruption<\/li>\n<li data-section-id=\"slpox4\" data-start=\"2375\" data-end=\"2412\">Developing banking
