About the Department

The specialization of public administration is one of the most important disciplines at the level of Arab and international universities. This specialization is concerned with everything related to administration at the government level and state agencies in their local and central scope.

The essence of this specialization’s interest is to work on raising the efficiency and effectiveness of state agencies and departments, whether aimed at achieving the public interest, such as ministries, general directorates and their branches, or government establishments (public service and production companies), based on self-financing or for profit as a new trend that receives increasing attention internationally, regionally and academically practically.

The extension of the department for more than (50) years, where it was the nucleus of the College of Public Administration / University of Baghdad, where it was founded in 1956 and when the College of Public Administration and the College of Economics and Political Science were merged in 1971 under the name of the College of Administration and Economics, the college became under the name of the Department of Administration and the Department of Economics until 1987, where it was directed that the Department of Administration be into three departments: the Department of Public Administration, the Department of Business Administration and the Department of Accounting.

It was the only department in Iraq before the establishment of the Department of Public Administration at the University of Anbar, the Department of Public Administration at the University of Dhi Qar, the Department of Public Administration at the University of Fallujah.

The program of the department is integrated, as it has postgraduate studies at the doctorate, master’s and diploma levels, and there is a demand for the department’s outputs to work in the government sector, which highlights the importance of this department locally and internationally.

Mission

We, the Department of Public Administration, emphasize the core values and normal ethics, spread science and knowledge to government organizations, communicate with various institutions to consolidate societal behaviors through education, issuing books and research, and establishing or participating in training workshops, in order to achieve the welfare of the Iraqi society.

Department Objectives

The Department of Public Administration seeks to achieve the following objectives:

  1. Preparing a workforce prepared to work in the government sector and capable of contributing to the implementation of national, economic and social development plans.
  2. Developing government agencies in the field of local and central government administration, public budgets and government policies through specialized staff.
  3. Work on the use of administrative techniques and the automation of administrative work in government departments and agencies of all kinds in order to ensure the upgrading of the level of efficiency and effectiveness of these agencies.
  4. Providing consultations to various state agencies and organizations on the problems they face in administrative work.
  5. Conducting research and field studies with the aim of addressing the administrative problems faced by organizations in different sectors.
  6. Providing the faculties of administration and economics with teaching staff.
  7. Highlighting and reviving the leading role of the Arab and Islamic administration and broadcasting its authentic administrative heritage.

According to the central admission of the Ministry of Higher Education and Scientific Research, the department accepts secondary schools graduates according to competitive grade

The graduates of this department is awarded a (Bachelor of Science in Public Administration certificate)

  1. The graduates  can deal with the concepts, theories and modern methods of administrative sciences and the possibility of using them in managing and organizing the work of public, socialist and mixed sector agencies and organizations.
  2. Acquaintance with the concepts and methods of scientific research in a way that enables him to adopt them in the preparation of studies, research and reports in his field of specialization.
  3. Understanding the concepts and applications of human resources management and the possibility of using them in this field, through planning and managing human resource needs, attracting, selecting, appointing and preparing them, and working on maintaining, perpetuating and retaining them.
  4. Using the computer and the possible of dealing with it and employing it in building and consolidating efficient information systems.
  5. Understanding modern marketing methods and the possibility of using them in marketing public products and services to ensure public satisfaction.
  6. Carrying out feasibility studies and evaluating public projects and programs (public policies) to identify the results and effects of these programs on society in the present and the future.
