This research aims to diagnose the reality of the crime of electronic blackmail and the negative effects resulting from it while explaining its causes and the mechanism for dealing with it. The research problem was embodied in the increase the electronic blackmail crimes, which pose a serious threat to the life of members of Iraqi society in general, and especially to the life of innocent people as victims of this process. To solve this problem, the research seeks to reveal whether there is an influential relationship between the dimensions of the strategic direction (vision, organization’s mission, goals, values) as an independent variable in combating the crime of electronic blackmail and its dimensions (security, legal, social measures, and regional and international support) as a dependent variable in reducing these crimes against honor. To apply the research in the empirical aspect, the researcher chose the employees of the Baghdad Governorate Crime Control Directorate / Ministry of Interior, who total number (150) officers, as the research population. The sample, the researcher chose a group of officers numbering (108), which constitutes (72%) of the research population. These officers are in different job positions (general directors, their assistants, department heads, division and unit managers). This sample was selected by random sampling. In order to analyze and interpret the research results, the researcher adopted the descriptive analytical approach in completing this research, and the questionnaire was the main tool in collecting data and information. In addition, personal interviews as an auxiliary tool in collecting data. The researcher used a number of statistical methods, including percentage, arithmetic mean, standard deviation, coefficient of variation, Pearson correlation coefficients, (x2) and (t) tests, and the simple regression coefficient. All of these statistical methods were implemented on the computer using ready-made statistical programs (SPSS). .V.26) and (AMOS.V.24). Finally, the researcher reached a set of conclusions, the most important of which was that the Ministry of Interior’s message is fairly clear and understandable to society. Also, the mission of the researched organization shows the basic purpose of its existence to provide security, protect citizens, implement law and order, and prevent the blackmail of crimes in all their forms. One of the most critical recommendations of the research was the necessity of creating a special directorate for combating information crimes and electronic blackmail, which should include a specialized training center to develop the capabilities and capabilities of the ministry’s employees according to the modern methods and methods used in this field.
