The College of Administration and Economics at the University of Baghdad discussed , a master’s thesis in field of Operation Research by the student ( Ali Dawood Salman ) and tagged with (Making the optimum decision in scheduling projects based on Analytic Hierarchy Process (AHP) and Technique for Order Performance by Similarity to Ideal Solution (TOPSIS) with application ) , Under supervision of ( Dr. Omar Mohammed Naseer)

This study objective investigates to shed light on determine the priority through the use of modern styles in multi criteria decision making (MCDM), In order to reach a scientific and accurate decision based on modern technologies, The research sample is represented by project management Department in the Judicial Planning office dependent to the Ministry of Justice for the purpose of studying and evaluating projects for building judicial complexes that the institution wont to implement, selecting the best and most important for implementation, and arranging the other projects based on five criteria:( Community need, financial return, contractual position, security situation, executive position), For this purpose, the integration of two decision support methods was applied. The first method is the Analytical Hierarchy Technique (AHP) and the use of the website (AHP Online System) to analyze and find its results, In addition to using (Microsoft Excel) for some mathematical operations and finding the geometric mean to unify the experts’ decisions and obtain the (Pairwise Comparisons Matrix), the second method is the technique for order performance by similarity to ideal solution (TOPSIS) and analyzing its results using the website ( Radar Decision), The AHP method was used to determine the weights for the main criteria, and then those criteria were used as inputs to the TOPSIS method, One of the most important challenges facing project management that hinders its work at the present time is ensuring that these projects are completed on time, despite the fact that most of these projects are subject to specific constraint, including constraint related to time and others related to the financial resources allocated to the project. Therefore, matters related to time and cost in managing any project require accurate calculation therefore is recourse to scientifically approach and factual to find the time and cost of performing the project. The project scheduling and management style represented by the Critical Path Method (CPM) was used, and two major programs in project management and scheduling were used (MS Project) and (Win QSB) to find the time and cost of project performing. The most important is the results of the study that the two proposed methods were able to determine the priority of completing of projects for building judicial complexes and arrange them according to priority, and using the (CPM) method in scheduling and managing the third project, which is the construction of the judicial complex in Samawah Governorate, led to obtaining time. Implementing the project within the prescribed cost.
