About the Division
The division was established with the establishment of the university and college in 1953. It is linked to the Assistant Dean for Administrative Affairs. At that time, its name was the “Individuals Division.” Later, it was changed to the “Administration and Individuals Division.”
In 2008, the administration separated from the Individuals, and each division had a director. In early 2009, the Administration and Individuals divisions merged under one name “Personnel Division”, similar to the colleges. On 10/1/2010, a decision was taken by Baghdad University to change the name “Personnel Department” to the “Human Resources Management Division”.

The Human Resources Division aspires to find the best ways and methods to complete transactions related to human resources, which are the backbone of organizations of all kinds, whether they are service or production organizations.
The division seeks to create a healthy work environment that preserves the rights of the staff and teaching staff by following up on their administrative affairs in terms of salaries, allowances, promotions, vacations, forming committees, retirement, evaluations, and letters of appreciation, all by the University Service Law, as well as contributing to preparing the college structure in coordination with the college deanship.
Planning and organizing the administrative affairs of the college, following up on the progress of work, and taking the necessary measures to achieve the best possible formulas in its practice and implementation of the Civil Service Law, the University Service Law (No. 22 of 2008), the State Employees’ Salaries Law, the Retirement Law, and the State Employees’ Discipline Law and its amendments as far as it relates to employees and faculty in the college, and following up on and implementing the orders and instructions issued by the Presidency of Al-Hamdaniya University.
- Issuing administrative orders to grant college members leave (regular, sick, study leave, unpaid leave, maternity leave) according to their entitlement, taking into account the provisions of the Civil Service Law and the provisions of the University Service Law and its special instructions.
- Issuing administrative orders to form committees in the college after naming the Dean and the assistants (scientific and administrative) as the head and members of the committees.
- Following up on the incoming mail of the department and taking the necessary measures to answer the letters and send them to the concerned party, in addition to following up on the letters issued by the department and keeping the letters of the members in their personal files and other files classified according to the nature of work in the department.
- Completing retirement transactions according to the University Service Law for lecturers and the Unified Retirement Law for employees issuing separation orders and contacting the Retirement Authority after organizing the service book that includes his entire service to allocate the retirement salary and send the retirement transaction to the university presidency.
- Issuing administrative orders to follow up on the attendance of lecturers and employees and implementing instructions against those who are absent from work.
- Issuing annual bonus orders for all college members (teaching staff + employees), each according to his entitlement and based on the State Employees’ Salaries Law (No. 22 of 2008) and contacting the Presidency of Al-Hamdaniya University with the names of those eligible for promotion to complete the special procedures and send the special orders to the Presidency of the University, and then to the Ministry to issue the necessary order.
- Preparing special forms for evaluating (teaching staff and employees) by the direct supervisor and the higher supervisor, and this evaluation shall be annual.
- Preparing the structure of the college after issuing instructions from the Presidency of the University based on the ministerial instructions regarding organizing a structure according to the needs of the college and according to the departments and units in it.
- Issuing letters of thanks and appreciation to the teaching and functional staff and according to the efforts made by them during the academic year.
- Recording the direct work of teaching and functional staff after the end of their vacations and summer holidays.
