College Council Decisions
The College of Administration and Economics Council is the highest authority responsible for formulating the college’s general policies and guiding its academic and administrative progress in line with its scientific and developmental mission. The College Council’s powers are distributed across several key areas, the most important of which are: academic policies, administrative and financial affairs, scientific research, performance monitoring, and quality assurance.
College Council Decisions for the Academic Year 2025/2026
The First Open Session was held for the period:
September 1-10, 2025
The Council of the College of Administration and Economics at the University of Baghdad held its first session for the academic year 2025-2026 on September 10, 2025, headed by Professor Dr. Sabah Manfi Redha, Dean of the College, and attended by all members of the Council, to discuss several topics included in the agenda.
The session’s agenda included the following:
– Getting approval for the granting of master’s, doctoral, and diploma degrees in various areas.
-Getting approval for the transfer of several students from the college to other universities within their geographic area of residence.
– A review and approval of requests to postpone studies submitted by a group of graduate students.
– Allowing many faculty members to teach at other universities, allocating one day per week for this purpose.
– Getting approval for the transfer of some students from undergraduate morning to evening studies.
– A formation of discussion committees for some postgraduate students.
– An extension of the study period for a group of postgraduate students in accordance with applicable regulations.
– An appointment of supervisors and confirmation of research titles for several postgraduate students.
– Issuing a decision to prove cheating against two students during exams and taking the necessary legal action.
The Second Open Session was held for the period:
September 11-18, 2025
The Council of the College of Administration and Economics at the University of Baghdad held its second session for the academic year 2025-2026 on September 17, 2025, headed by Professor Dr. Sabah Manfi Redha, Dean of the College, and attended by all members of the Council, to discuss several topics included in the agenda.
The session began with a review of preparations for the start of the new academic year, including mechanisms for registering students accepted into the undergraduate stage and ensuring the smooth running of related administrative and academic procedures. The council also discussed quality assurance and academic accreditation requirements, as well as strategies to improve institutional performance in alignment with national trends and international standards.
In the field of postgraduate studies, the Council discussed the formation of discussion committees for doctoral, master’s, and higher diploma students, in addition to considering requests to postpone or extend studies, as well as addressing various academic and administrative issues related to student affairs.
The Third Open Session was held for the period:
September 21-25, 2025
The Council of the College of Administration and Economics at the University of Baghdad held its Third session for the academic year 2025-2026 on September 23, 2025, headed by Professor Dr. Sabah Manfi Redha, Dean of the College, and attended by all members of the Council, to discuss several topics included in the agenda.
The meeting discussed a number of issues listed on the agenda, which included the following:

Approval of granting master’s, doctoral, and diploma degrees in their various programs.

Approval of transferring a number of students from our university to other universities within their residential geographical areas and vice versa.

Review and approval of study deferral requests submitted by a group of postgraduate students.

No objection to allowing several faculty members to teach at other universities, allocating one day per week for this purpose.

Approval of transferring some students from the morning study program to the evening study program.

Issuance of a decision confirming cases of cheating involving two students during examinations and taking the necessary legal actions.

October 1, 2025
The Council of the College of Administration and Economics at the University of Baghdad held its fourth session for the academic year 2025-2026 on October 1, 2025, headed by Professor Dr. Sabah Manfi Redha, Dean of the College, and attended by all members of the Council, to discuss several topics included in the agenda.
The session’s agenda included the following:

Discussion of measures and solutions regarding undergraduate students’ academic cases.

Approval of granting degrees to Ph.D. and Master’s students across various programs.

Formation of discussion committees for a number of postgraduate programs.

October 14, 2025
The Council of the College of Administration and Economics at the University of Baghdad held its eighth session for the academic year 2025/2026 on October 14. It was chaired by Professor Dr. Sabah Manfi Redha, Dean of the College, and attended by all members of the Council to discuss several agenda items. The session’s agenda includes the following:
1. Awarding certificates to a group of postgraduate students.
2. Forming theses and dissertations committees for a group of postgraduate students.
3. Agreeing on an enrollment of several postgraduate students at their own expense.
4. Changing the titles for a group of postgraduate students.
5. Postponing an academic year for a group of undergraduate and postgraduate students.
6. Authoring a book.
7. Transferring a group of students from morning to evening classes due to their employment.
Seventh Session:
October 21, 2025
The Council of the College of Administration and Economics at the University of Baghdad held its eighth session for the academic year 2025/2026 on October 21. It was chaired by Professor Dr. Sabah Manfi Redha, Dean of the College, and attended by all members of the Council to discuss several agenda items. The session’s agenda includes the following:
1. Agreeing on an enrollment of several postgraduate students at their own expense.
2. Terminating the academic relationship for a group of postgraduate students.
3. Adjusting the status of some academic members.
4. Postponing an academic year for a group of undergraduate students.
5. Forming theses and dissertations committees for a group of postgraduate students.
6. Amending research project titles for some postgraduate students based on the discussion panel.
7. Setting the date for the comprehensive examination for first-attempt PhD students in the second round of written exams.
8. Addressing a supervisor and confirming a research title for a group of postgraduate students.
9. Increasing the attendance rate for a group of undergraduate students.
Eighth Session:
October 28, 2025
The Council of the College of Administration and Economics at the University of Baghdad held its eighth session for the academic year 2025/2026 on October 28. It was chaired by Professor Dr. Sabah Manfi Redha, Dean of the College, and attended by all members of the Council to discuss several agenda items. The session’s agenda includes the following:
1. Awarding certificates to a group of postgraduate students.
2. Forming dissertations and theses committees for a group of postgraduate students.
3. Extending self-funded tuition and postponing a year of study for a group of postgraduate students.
4. Modifying course titles based on discussion sessions for a group of postgraduate students.
5. Appointing a supervisor and confirming a course title for a group of postgraduate students.
6. Extending the study period for a group of postgraduate students.
7. Confirming the course title and determining the subjects for the comprehensive exam.
8. Postponing a year of study for a group of undergraduate students.
9. Transferring a group of undergraduate students from morning to evening classes.
10. Increasing the attendance rate for a group of undergraduate students.
