The College’s Follow-up Division has organized a workshop on the crime of premeditated murder, presented by Colonel Dr. Adel Zidane Khanjar from the Ministry of Interior – Higher Institute for Security and Administrative Development. The lecturer has defined the crime of premeditated murder, where murder is generally defined as ending a person’s life by another person without justification. As for premeditated murder, it is defined as ending a person’s life by another person intentionally and without justification. The reason for criminalization is represented by the assault on a person’s right to life. The crime of premeditated murder consists of three elements: the material element, the moral element, and the crime scene. The material element is represented by the deadly assault, and the perpetrator’s activity may be positive or negative. As for how the murder occurs, it may be lethal by nature, such as firearms, swords, daggers, etc., or it may be non-lethal, but due to the perpetrator’s use of them, they become lethal (such as a kitchen knife, stick, stone, etc.). The lecturer has given an overview of the laws and regulations stipulated by Iraqi law for the murderer and their social and psychological effects on society, in addition to the religious deterrent represented by the prohibition of murder in the Qur’an and the hadiths of the Prophet, because the Islamic religion guarantees the citizen the preservation of his money, life, and honor. Several college students have attended the lecture.
