The current research aims to examine the impact of inclusive leadership (Independent variable) with its dimensions (openness, availability, accessibility), and measure electronic governance (Dependent variable) with its dimensions (perceived responsiveness, perceived accountability, perceived transparency) in the General Secretariat of the Council of Ministers. The researcher adopted a descriptive analytical approach to present, analyze, and interpret the information. Data was collected through a questionnaire, which was the primary tool designed based on international scales after modifications were made by experts and reviewers on its items, consisting of (30) items that encompassed the research variables to align with the nature of the Iraqi environment. Necessary validity and reliability tests were conducted on the questionnaire. Additionally, other sources such as personal interviews and field observations were utilized to gather data. The research sample consisted of (83) managers at different levels (Secretary-General, Deputy Secretary-General, Advisor to the Secretary-General, Director-General, Assistant Director-General, Department Manager). The research was based on three main hypotheses, which led to nine sub-hypotheses to explore the relationship and impact between the main research variables and the sub-dimensions. Statistical programs such as SPSS V28 and Microsoft Excel were used, along with various statistical methods, including ratios and frequencies, weighted arithmetic means, standard deviation, relative importance, normal distribution test, Cronbach’s alpha, semi-partial correlation, simple linear correlation, simple linear regression, and T-test for correlation coefficient. The research yielded a significant result indicating that inclusive leadership, represented by top management, plays a significant role in implementing electronic governance through continuous interaction and communication with subordinates and stakeholders in the application of accountability, transparency, and responsiveness, thus contributing to the implementation of electronic governance.
