The research aims to analyze the obstacles that prevent the development of the agricultural sector in Iraq, and to study how to apply international expertise in this field to improve the performance of the agricultural sector in Iraq, and to determine the necessary policies and procedures to activate government spending in this field. The results indicate that the challenges facing the agricultural sector in Iraq are the lack of investment, modern technologies and weak infrastructure. The study recommends the need to improve government spending on agriculture and encourage private investment in this field, adopt protection policies for agricultural producers, improve infrastructure and production and marketing techniques, provide technical support and training for farmers, improve human capabilities and enhance cooperation between the government, the private sector and civil society in developing the agricultural sector in Iraq.
